Program Description: Teen Court is a youth development

project that invests youth in citizenship. Youth volunteers act as jurors, bailiffs, clerks, defense and prosecuting attorneys, and determine the sentence for juvenile offenders referred by police.


Sentences require community service, restitution, apologies or other learning opportunities. Almost 15 years of outcomes proves kids who go through Teen Court don't get into trouble again. Teen Court emphasizes positive youth development.

Program Eligibility: Males, Females, Ages 10-17 (18 if birthday is during process) who plead guilty to a misdemeanor.

Program Coordinator Spotlight -

Sandra Porter-Phillips has spent hundred of hours

in the court rooms of Lake County fighting to give youth a meaningful adjudication process through Teen Court. 

Porter-Phillips has also been the Alternative House Human Resources specialist since 2004.

Total teen court participants: as of 2007 is 2,097, with an 87% success rate.

The top 3 offenses: for defendants as of 2007 were: Alcohol, battery, and burglary.
The top 5 sentences: for defendants were: Alcoholic Anonymous meetings, apology letter, community service, counseling, essay.
